How to apply for oncology treatment under compulsory medical insurance in Moscow: instructions

According to Russian law, citizens of the country can receive medical care in the event of detection of an oncological disease at the expense of compulsory medical insurance, and patients from the regions can apply for treatment in Moscow. However, there are several legal rules that are important to follow. In this article, we will give instructions on what exactly needs to be done.

1. Make sure that cancer treatment can be provided under compulsory medical insurance

Within the framework of the Federal Law "On the Fundamentals of Health Protection of Citizens in the Russian Federation" dated 21.11.2011 N 323-FZ, medical centers can provide assistance at the expense of compulsory medical insurance, including our clinic - K + 31.

  • Be a citizen of the Russian Federation, a foreign citizen with a temporary residence permit or a residence permit, a citizen of the EAEU who is insured in compulsory medical insurance, and have a SNILS

2. Obtain confirmation from your doctor

First, you need to visit an oncologist at your place of residence and get a referral. If you temporarily live in another city and decide to go to a private or public clinic to see a specialist, he will not be able to issue a referral by law.

This referral has a special designation - 057/U. It allows you to undergo treatment under the compulsory medical insurance in any clinic in the country that meets all the requirements. It describes the disease, patient data and puts all the necessary stamps.

The following information must be included in the referral:

  • The patient's compulsory medical insurance policy number
  • The diagnosis code in accordance with the International Classification of Diseases
  • Full name, date of birth and place of registration (data taken from the patient's medical documents or passport)
  • The patient's place of work and position (filled in based on his words)
  • The reason for issuing a referral for consultation, examination and/or hospitalization at JSC K 31 City
  • The benefit code (if any)

The referral must contain the following:

  • OGRN medical code. organization that issued this referral
  • Personal signature (required) and seal (optional) of the attending physician
  • Stamp of the medical institution (should be in the upper left part, above the OGRN code)
  • Triangular or round seal of the organization

This referral must also indicate the purpose: "for consultation", "for hospitalization" and the legal address of the clinic. In our case, JSC "K 31 City", this is the legal name of the clinic "K + 31 West".

3. Prepare a list of documents before hospitalization

  • Compulsory medical insurance policy, passport, SNILS
  • An extract from medical records indicating the diagnosis, its ICD code and an epicrisis or other conclusion of an oncologist. It can be obtained from any oncology dispensary, oncology hospital or oncology center to which the patient is attached
  • A conclusion from a medical council. It is also accepted from an oncology dispensary, oncology hospital, oncology center. But if necessary, we can also conduct it in our clinic K+31
  • Referral form 057/u
4. Take tests

In addition to documents, a certain set of relevant tests is required for hospitalization. Below we provide a table with the main ones. But let us clarify right away: perhaps the attending physician will need several more tests. This depends on the diagnosis and possible treatment strategy.

  • Clinical blood test (with neutrophils) - No more than 5 days
  • Biochemical blood test (total protein, total bilirubin, creatinine, urea, ALT, AST, glucose) - No more than 5 days
  • General urine test - No more than 5 days
  • Coagulogram (APTT, INR, fibrinogen, D-dimer) - 2 months
  • ECG - 3 months
  • Blood test for HIV, RW, HBS, HCV - 3 months

5. Make a request to the clinic K+31
