Suppliers are invited who have the necessary resources, qualifications and experience to supply relevant goods, perform work and/or provide services in accordance with the requirements specified in the documentation.

All Requests for price proposals from the Customer are not trades, tenders, auctions or public competitions within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation, and are not regulated by the Federal Law of July 18, 2011 No. 223-FZ “On the procurement of goods, works , services by certain types of legal entities" and Federal Law No. 44-FZ of 04/05/2013 "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs."

For the avoidance of doubt, all Requests for the Customer's Price proposals mean a procedure carried out using the Bidzaar Service aimed at finding and determining the Supplier (Contractor, Contractor) of goods and /or works and / or services for the right to further negotiate in order to conclude a contract. At the same time, the search and determination of the Supplier (Contractor, Contractor), including the recognition of such Supplier (Contractor, Contractor) as the winner of the Request in accordance with the terms of the User Agreement published on the website of the Rightholder LLC "Bidzaar" https://bidzaar.com/, does not impose obligations on the Customer to conclude the contract and is not another legally binding offer to conclude the contract. The Customer has the right not to conclude a contract with the Supplier (Contractor, Contractor) as a result of the Request for the Customer's price proposals (to refuse to conclude the contract unilaterally out of court) without specifying the reasons.

The Customer notifies, and the Supplier (Contractor, Contractor) acknowledges and agrees that the non-conclusion of the contract between the Customer and the Supplier (Contractor, Contractor) as a result of the Request for the Customer's price proposals is not recognized as the Customer's evasion from the conclusion of the contract and is not a basis for the Customer to compensate any direct or indirect losses to the Supplier (Contractor, Contractor), including the costs of payment by the Supplier (Contractor, Contractor) of remuneration to the Copyright Holder and/or expenses incurred by the Supplier (Contractor, By the Contractor) in connection with participation in the Request for price proposals of the Customer and further negotiations (if applicable) on the conclusion of the contract.

This condition for conducting Requests for price proposals from the Customer applies to both Requests organized by the Customer independently using the functionality of the Bidzaar Service, and to Requests the organization of which is entrusted by the Customer to the Copyright Holder.

By participating in the Customer's Request for Price Proposals, including by submitting an Application, the Supplier (Contractor, Performer) confirms that he is familiar with and fully agrees with these conditions for conducting the Customer's Request for Price Proposals.
